Managing Tech and Data, and its risks, are crucial for our organization and our customers. As Chief CITO Control Officer, you are responsible for an effective and efficient first line risk management process to enable the CITO (Chief Innovation & Technology Office) organization to be compliant and demonstrably in control.
You and your job
Together with approximately 30 professionals in the CITO Control Office, you are responsible for the integral and consistent risk management approach (way of working) within CITO. To ensure success in this role, collaboration is key. For this, (senior) stakeholder management is required with your fellow members of MT CITO, their (operational) risk teams, and the various lines of defence.
You will work in a challenging and exciting environment with many technological and regulatory developments (e.g. GenAI, DORA). You make sure risk management keeps evolving and supports future developments. You will seek balance, while driving CITO to be demonstrably in control of its risks. This requires a thorough understanding how to optimise first line risk management, and finding that healthy balance between managing the risk profile and getting a return on investment. A key element of that is ensuring the integrated, uniform and standardized application of Rabobank’s risk framework to CITO. Furthermore, you will apply the CITO risk network (i.e. your team and CITO risk functions) to promote a culture of risk awareness and continuous improvement.
As Chief CITO Control Officer you are responsible for the four teams within the CITO Control Office; Change & In Control, Special Frameworks, Non-Tech and the Control Support Office. Next to that you will also participate in the MT CITO.
Most important responsibilities
In the role of Chief CITO Control Officer, your responsibilities include amongst others:
- Ensure efficient and effective risk management processes at CITO level
- Establish and maintain the Dynamic Risk Cycle for CITO, including templates, guidance and training
- Improve and further implement the Risk Control Framework so that it is both efficient and ensures compliancy
- Drive the change in first line (IT) risk management in a simplified, manageable and future proof way
- Coordinate large CITO wide risk/regulatory programs
- Provide CITO risk management reporting to MT CITO, Managing Board and Supervisory Board
- Support in first line risk management activities for CITO's non-Tech departments
- Coordinate special framework activities such as for Rabobank In Control (R-IC), Service Assurance Management (SAM), SWIFT
- Act as point of contact for relationship management with the European Central Bank (ECB) and/or Joint Supervisory Team (JST)

You and your talent
- Master’s degree level or equivalent experience in relevant discipline
- Minimum 10 years’ experience in a management role in a similar sized complex environment.
- Demonstrable experience in (IT) Risk Management, and preferably Audit experience
- Proven knowledge of and experience with top-down and integral risk management
- Very strong conceptual and strategic capabilities at senior/executive level
- A leadership profile with a strong emphasis on transformation management, focus on innovation, result driven and continuous improvement
- Strong in stakeholder management within and outside the bank (e.g. regulators, external auditor)
- Knowledge of and experience with project management and an Agile/DevOps way of working
- Excellent verbal and written communication skills (fluent in English)
- Proven record in building and developing (diverse) teams
- Analytical and able to translate complex subjects into actionable solutions

- Salary Scale EKI: €172.062,14 to €227.698,94 (annual total fixed income)
